Looks neat! Did you use TM Tigatron for a reference? Her design reminds me of him.
I'm not saying that's bad- TM Tigatron was based on TM Ravage, TM Ravage on TM Cheetor. I was just wondering if I'm seeing what I think I'm seeing.

Nice, that's actually the same color scheme (blue & white) I'm using for Orcariner's TM2 design!

Ah.. So basically her alt is ditched for a Hyper mode? A friend of mine had a similar case for her design, but no game would allow accelerated speed like that for long periods, so it'd have to operate in short bursts with risks of overheating and extreme wear on her joints from the movement,air resistance,and increased mass from the speed. If I remember right, we let her do it at least four times in a row safely for 5 second bursts, after that she'd simply break down from melting or shattering parts if she didn't stop using it and have time to recover. Though.. she transformed into a Cheetah, not a panther. Kinda surprised you'd go that route, since they're known for being rather stealthy creatures.
Now by Lightning Speed, I assume you mean like Kamen Rider Kabuto or Faiz/555? Or more like TM2 Cheetor running Mach 2 with a rocket pack?

Luminescent eh? I'm sure Glowstick will love that. Hm.. Sounds like she'd be equipped with a Galva conductor. It's a transformers weapon usually listed in techspecs to enable the user to discharge electricity, so she wouldn't need specific things like the electric claws or tail plug.
As for forming a energy sword.. the theory behind plasma weapons is to magnetically bottle the energy, so a built in magnetic field device in her hand could work. Since that's a energy weapon, I think that relies on her firepower stat rather then strength stat and using that for a long time would eat energon.
Probably don't want her "burning" into the ground while running a constant electrical current, shutting an ability like that off would be very important as like your weaknesses state, she would need a large energy supply to maintain using something like a electric blade or projecting electrical blasts. Not to mention no one would be able to touch her or repair her. Considering how often Predacons require recovery or air lifts from allies.. yeah.. not exactly a fun time carrying someone that is acting like their short circuiting.

Considering the resistance air gives to electricity, her attacks would probably be short to medium range, unless combine with her gunshot for a plasma tunnel effect if her gun is a laser or plasma/quasar blaster or bottled and thrown like the energy sword.
In anycase. I don't really see any reason why she can't have a vehicle mode even with that stuff. Could even be Motorcycle parts since you wanted a motorcycle for the game. And with the heavy use of electricity, you could even use Bludgeon's old title of "Electric Warrior"
Heh.. reminds me of ol' Naito.. Guess Star can keep a certain firebird inline if it ever gets to that point.. because that Phoenix is going to be a pain for the Maximals if she's anything like the old one.

Her weaponry and afew stuffs are inspired from Monster Hunter 2G's monsters like the Kirin, Khezu and the Fatalis.

Sadly Monsterhunter isn't that popular in the states but I do know what your talking about. I did some research into it awhile back, then even more when Peace walker came out wondering why the "monster hunter levels" were harder then any of the boss fights in the normal game.*LOL*
