DVD Quality differs

In the early battle scene in Agenda Part III the quality differs in some scenes from DVD to what looks darker & blurry. When in motion it almost looks like VHS, quite irritating.

For example scenes @ 1:14:20 & 1:14:50

Anyone else have the same on their DVD's?

I have the Rhino DVDs, and I never really noticed any quality issues with The Agenda, Part III. I'll have to take a look the next time I have access to my DVDs.
