The tattoos he had gotten to signify he was leader of the Decepticons. The prequel comic "Alliance", and his toy bio I believe, explain this.

Well that's not to wierd for the Transformers series, most of the time they made up characters just to have a higher toy sale.

It's part of Starscream's personality. Megatron's been leader forever, he doesn't need recognition. Starscream, being the ambitious dude that he is, is finally leader and so engraves them on himself, which is essentially the equivalent of a status symbol.

Did anyone else want to actually see Starscream command the Decepticons and be the leader? I hate to sound like a broken record but I again felt like Starscream did more of that in Transformers when they went after The Cube than he did in Transformers: Revenge of the Fallen. I wanted Starscream to lead the Decepticons in an early battle situation in the movie but instead we get him being with The Fallen and Megatron coming back (which was fine 8) ) before we can see him lead the Decepticons in the movie.
