Transformers 3: More character development?

I liked the second movie. I wasn't a fan of how many crude jokes were in there (they alone almost do make me not like the movie), but I wasn't put off by the Twins, I actually enjoyed the storyline, and while the action is chaotic, you actually can understand more of what's going on with repeat viewings, although I definitely don't understand everything yet.
But... I was hoping for more Cybertronian character development. For example, I like Ironhide in the first movie, and I was hoping he would get an important roll. He has cool lines, but there are so few.
But, I came across an article which may suggest better development in the third movie:

The discussion of character isn't actually the main part of the article, but it does get brought up (near the end), so I figured I'd post it.
